This creates a controlled Basic Needs & Earned Privledge Build & Maintain effort for people to bounce back to from an economic foundation with controlled disposable money to ensure investments do well & financial burdens do not exist including homeless 

The overall system is a break even for profit model for the better of the economic landscape & security structure of grids for investors 

Housing - Food - Drink + Medical - Dental & Personal Hygiene & Laundry meeting minimal Basic Needs eoth Communication & Mobile extending to Transportation 

This is a hybrid & full system separate from or to compliment Government based pool - investment or tax based financed social assistance programs 

The 1-2 Tier subsidy system does not revoke home owners contracting against inflation & an effort to build back up yet it is designed as a foundation in the event of the financial unforseen created by Dr Sydney Nicola Bennett
